Description: Development of a computerized data collection
and retrieval system on analyzed drug samples from non DEA forensic laboratories. The
National Forensic Laboratory Information System (NFLIS) contract is funded by the office
of Diversion Control (OD) and the Drug and Chemical Evaluation Section (ODE) is
responsible for the project.
RTI will initially recruit a representative sample of state and local crime laboratories
to report analyzed drug data. Future recruiting efforts will focus on additional state and
local laboratories and federal laboratories which analyze seized or purchased drug
samples.
The data generated will be used to provide more timely information in support of drug
scheduling actions, monitor the diversion of legitimate pharmaceutical products, detect
new trends in drug abuse, provide a more accurate picture of drug availability, price and
purity, support drug policy decisions and provide regional, state and local trends of drug
trafficking and abuse. The NFLIS will complement and supplement the DEA System To Retrieve
Information from Drug Evidence (STRIDE) and other drug related surveys and databases. The
database will also collect information on criminal activities associated with the drug
exhibits.
Data from the NFLIS is expected to provide DEA and state and local authorities with more
complete, accurate, up-to-date information on traditional and new abused substances. The
period of performance is for a Base Period with four (4) twelve-month Option Periods. The

Description: This contract will provide the Drug
Enforcement Administration's Office of Science and Technology (ST) with an Automated
Fingerprint Identification System with access to evidential information from Federal,
state and local databases.
The Automated Fingerprint Identification System has revolutionized criminal investigations
in the law enforcement community. Fingerprints, sometimes ignored because of the enormous
time required to search manual files, are now routinely used to solve crimes by
electronically searching a latent print against a data base containing millions of
fingerprints. It replaces the manual searching of fingerprints, which has always been an
unavoidable and time-consuming area of fingerprint identification. An AFIS dramatically
reduces the time needed for searching fingerprints with a known data base.
