My apologies for the very long delay in responding to your letter to my wife Elizabeth. Let me assure you, she passed along your comments to me some time ago, so the tardiness is entirely the fault of my office.
Having reviewed the text of your resolution, I can assure you that I am not opposed to a legitimate review of our nation's drug policies. There is no doubt that there are both medical and social problems that must be addressed when discussing drug abuse. I believe there is also a role for the criminal justice system, but it should not overshadow the need to assist many individuals. As you suggest, we need to find the truth to find the right balance.
